The helper text under Cancellation Fee currently says “Fee to charge when task is cancelled.” We need it to reflect that the fee applies only when the task is cancelled by the customer.

Required Implementation:
- Change helper text to: “Fee to charge when task is cancelled by customer.” (see screenshot below).

Expected Result:

• New helper text is visible beneath Cancellation Fee on task create/edit.
• If a task is cancelled by customer, task price used in totals = cancellation fee; else = regular price. Service totals and exports reflect this rule.
• No other UI/logic changes.
