Change the import logic for the Vechicles

Description

General
Since most of the time the main User vechicle is identified by the User Code and not by the ID. There is a need to allow import that would assign the correct vechicle user to the vechicle by user code.

Expected result

  • When importing the list of vechicles we attache the vechicle user to it using the respected user_code
  • In case not matches found we clearly communicate the error
  • All other functionalities remain intact
